  • Events held on the main square (outside the parking area) do not require separate traffic arrangements, but the emergency route and access to the Finlayson pedestrian tunnel must remain open. If the Frenckell Theatre has performances during the event, space for emergency vehicles must be left in front of the theatre.
  • If extensive event construction takes place, the area must be fenced off with barriers visible even in low light. Vehicle access, as well as emergency and service routes to P‑Frenckell and the Frenckell property, must generally remain open. If this is not possible, the matter must be coordinated in advance with Finnpark Oy. Emergency routes must be presented in the event’s safety and rescue plan.
  • A stage can be built either on the parking area at the edge of the square or on the terrace above the restaurant. In both cases, pedestrian and cyclist routes, as well as bus stop operations, must be planned in advance. Depending on the event arrangements, the need for traffic controllers and area closure will be assessed.
  • If the entire bus-stop area is closed, the organizer must provide three traffic controllers. Public transport must be informed of bus-stop changes at least one week in advance, and the organizer must post notices at the stop three days before the event.
